Country Project Coordinator (m/f)

SDO Moçambique is recruiting a Country Project Coordinator (m/f), to be based in Maputo, Mozambique.
Description
  • The Country Project Coordinator shall work at the UNGP and report to SDO´s Clients’ Executive Committee, and shall  be responsible for the project coordination and management, including the three Regional Project Management Units (URGP), and shall ensure that the project delivers on its expected results, working in close cooperation and coordination with the heads of departments and key technical and administrative teams, plus other responsibilities that are inherent to the position and in accordance with the project requirements
Duties
  • Project Development: Provide guidance for the development of the project strategy and methodology
  • Lead the development of implementation tools and management methods that are more suitable for the project performance, in keeping with the country’s policies and financing agreements
  • Advise SDO´s Client on the integration of management and learning systems of the Rural Businesses Financing Project (PFER) into the SDO´s Client systems, and support the required training at SDO´s Client
  • Ensure that the project activities are undertaken in coordination with the Regional Project Management Unit (URGP)
  • Ensure the coordination and teamwork among the PFER staff, local stakeholders and project partners
  • Ensure appropriate synergies between the different elements of the Project to maximize its impact
  • Promote greater interaction between the project learning system and the international efforts by the Financier and partners
Project implementation
  • Oversee the implementation of the Project activities in keeping with the financing agreements, the decisions of the PFER Steering Committee and the agreements entered into with the Financier
  • Lead the Country’s Project Management Unit (UNGP) in the design and implementation of Project Implementation Manual, the Project Learning System from other management tools
  • Monitor the preparation, negotiation and supervision of the memorandum of understanding, agreements and other contracts signed with the project partners and services providers
  • Secure and oversee the implementation of the Gender Orientation and Mainstreaming Strategy and its Implementation Plan at all levels of the project
  • Prepare the consolidated Work Plans and Annual Budgets (PTOA), building on the work plans and annual budgets prepared by partners for implementation, and aligned with the URGP recommendations, for approval by the SDO´s Client/Ministry of Economy and Finance (MEF) and the Financier
  • Prepare thematic and progress reports
  • Comply with the approved budget and ensure the disbursements
  • Identify areas requiring the support from external consultants, and proceed with their recruitment
  • Direct the work of consultants, experts and contractors towards achieving the Project expected outcomes, and assess their performance
  • Lead the design and operationalization of the Project Implementation Manual
Project Monitoring
  • Oversee the process of installation and effective operation of the MA/GC system
  • Ensure the continuous internal use of the Monitoring and Evaluation (MA)/Knowledge Management (GC) system
  • Ensure the timely preparation of financial and progress reports
  • Project external relations, including the coordination of activities with other projects that pursue similar objectives, both within and outside Mozambique; and sharing experiences of rural financing with a whole range of stakeholders, both within and outside Mozambique
Project Administrative Management
  • Review and approve the short-listing of the project partners, the bidding documents, the job descriptions and terms of reference for the PFER staff and for the external service providers
  • Supervise and manage the PFER staff
  • Ensure transparency internally in relation to the main project related technical and management decisions, by holding regular meetings with the PFER staff
  • Ensure the appropriate use and preservation of the Project assets, in compliance with the country’s legislation and the financing agreements
  • Ensure transparency and efficiency in the financial management of the project funds, in accordance with the Loan rules and procedures
  • Direct the Project Completion and Loan Formalization activities, in accordance with the terms of the loan
  • Perform all other relevant tasks
Requisites
  • Academic Background: Master´s or postgraduate degree in Economics, Agricultural Economics, Business Management, Rural Development, Project Management and Monitoring and related areas, preferably with specialization in the Agro-industrial sector or in Agricultural Development. Knowledge about climate change issues from small producers is seen as an advantage
  • Professional Experience: Extensive experience in the management of development programs, with at least 10 years of experience in the management of rural finance and agricultural and / or rural development projects
  • Proven experience in leadership, and interaction with various governmental and non-governmental partners. Ability to guide and develop the capacities of team members, local counterparts and other relevant stakeholders
  • Proven experience in team building, with good communication and negotiation skills. Full professional knowledge of leading Microsoft Office applications
  • Oral and written fluency in Portuguese and English
  • Experience in implementing projects funded by international organizations is considered to be an advantage
