Description
  • World Education Inc/Bantwana (WEI/B) is seeking the services of an experienced consultant to conduct a micro-value chain economic assessment to inform the adaptation and pilot of an Adolescent Girl and Young Women (AGYW) Economic Strengthening Model – Siyaka Girls. This model was developed, piloted and evaluated by WEI/B in Zimbabwe and will now be adopted for implementation within a USAID funded OVC/DREAMS project implemented by ANDA with technical assistance from WEI/B in Chimoio District, Mozambique
  • Project Summary: Siyakha Girls seeks to establish evidence on the impact of integrated employability programs by creating sustainable livelihood options for AGYW in Chimoio District. The 7-month-long intervention will equip AGYW with foundational and vocational skills and establish linkages to appropriate mentorship opportunities with the goal of supporting their participation in decent work within both the formal and informal economic growth sectors
  • The aim of this local labor market assessment is to allow the project to hone in on a subset of the most promising growth sectors and the specific entry points for vulnerable AGYW in Chimoio district. The Job Demand Market Assessment will identify pockets of growth and entry points for viable employment, entrepreneurship and microenterprise development opportunities for AGYW with limited or no secondary education. The findings from this market assessment will allow the project to be well positioned to implement its program that equips AGYW with foundational and vocational skills and establishes linkages to appropriate, local mentorship opportunities that prepare AGYW for entrepreneurship or employment in the identified growth sectors
Duties
Market study
  • To provide an overview of current labour market trends and snapshots of businesses’ opinions on training and strategic skill needs as well as an overall assessment of economic, social and technical drivers of market growth in Chimoio including:
  • An analysis of the projected growth of industry within the formal and informal sectors
  • A mapping of value chains linked to identified pockets of growth, detailing the opportunities (employment, self-employment, or group businesses) available for AGYW with limited or no secondary education and the possible entry points
  • Visit and hold discussions with private employers, small and medium enterprises and entrepreneurs within the identified pockets of growth to find out their attitudes and perceptions towards provision of internships, and recommend ways to create stronger linkages between these potential employers and the Siyaka Girls program
  • Developing sector specific value propositions that promote companies’ uptake of AGYW for internships. (For mentorship to be effective, a convincing value proposition, that defines the altruistic, social and strategic benefits of mentorship, must be articulated. The Consultant will define sector specific and nuanced value propositions to mentors in the identified sectors, within formal and informal sectors. The value propositions should link mentors to business development for their enterprises and pitch the mentorship as an opportunity for mentors to grow their business through linkages to markets and business associations)
  • Development of a checklist with host company minimum requirements, in each of the three industries, for interning AGYW. Key requirements for uptake of AGYW for internships should include the host companies’ ability to house the girls, support their interest areas and enhance their skills
  • Conduct a review of the Siyaka Girls training curricula to provide recommendations for alignment with findings of the value chain analysis. This will ensure that the training offered by Siyaka Girls speaks to the job market situation. These should be classified into:
  • Specific type of jobs available and locations
  • Level and kind of skills required, including attention to aspects of gender (the project will target AGYW) and location (rural v urban) to inform finalization of adaptation process of the model and curriculum
  • The types of and relevance of skills training that will be required by AGYW to enter into the identified market and job opportunities
Methodology
  • The consultant is expected to outline in detail the proposed methodology that will be applied in collecting data for the baseline and market study as well as the different approaches to be used in the determination of pockets of growth and viable opportunities for AGYW. These approaches should also take into account that the assignment is supposed to serve two purposes (i.e the market survey and baseline study) and the approach is slightly different for both purposes e.g. the baseline is expected to enable a futuristic longitudinal analysis of the cohort of beneficiaries that the project will use for outcome measurement during and after implementation
Estimated timelines
  • The baseline and market needs survey should be concluded in 25 days. Internally WEI/B aims to complete
  • Advertisement of Expression of Interest by the 24th of November 2020
  • Selection and Engagement of Consultant by the 30th of November 2020
  • Inception and Planning meeting by the 03rd of Dezember 2020
  • Presentation of baseline and market survey findings by 21st of December 2020
Deliverables
  • A report, of no more than 30 pages, with the following sections:
  • A description of the Chimoio job market landscape detailing the growth opportunities within each value chain, skills required and employment/entrepreneurial opportunities for AGYW each of the components of the value chain
  • Recommendations for priority areas of focus for the Siyaka vocational skills training curriculum vis a vis the value chain analysis
  • Mentorship value propositions for companies, SMEs and Entrepreneurs within each of the industries where AGYW could be interned
  • A detailed checklist for companies to be targeted for internships in each of the identified pockets of growth
  • Summarized power-point of baseline evaluation and market research findings to be done by the consultant to key project personnel and stakeholders

Requisites
  • Post-graduate degree in Economics, Agriculture, Social Sciences, Business, Statistics or related field
  • Minimum of 5 years relevant professional and technical expertise in research and labor market studies in
  • Mozambique, with adequate understanding of the landscape in the central regions
  • Strong knowledge of TVET programs is essential
  • Fluent in Portuguese and English
  • Excellent communication and report writing skills
