  • The primary responsibility of this Monitoring, Evaluation & Learning (MEL) Technical Advisor will be to oversee capacity development, implementation, and leveraging of program M&E systems and data, including effective design and integration of the MEL system and to reinforce organizational learning accordingly, in close collaboration with IYF USA’s Monitoring, Evaluation & Learning (MEL) Director and build staff and partners capacity to use the system, including data collection, management analysis and reporting and to make recommendations for ongoing and future program management and program adjustments
  • The MEL Technical Advisor will be based in Maputo, Mozambique. The ideal candidate will be a person with a commitment to international development and values-driven work environment, with demonstrated experience successfully monitoring and evaluating programs in Mozambique
  • Supervisor: Technical supervision and oversight of MEL duties will be provided by the Director, MEL at IYF-Baltimore, USA. Daily oversight will be provided by Senior Manager for Operations and Learning at the IYF-Mozambique office
Duties
  • Oversee the development and implementation of the MEL plan to capture project performance and results; including data collection, management, analysis, reporting, assessments, and all monitoring, evaluation, and learning activities
  • Develop and oversee a data flow pattern for the program that will ensure an effective flow of data and information from the primary source to the end user
  • Lead the implementation of M&E-specific elements of local partner capacity strengthening plans
  • Report results of MEL activities to various stakeholders, internal and external, including donors by providing written documentation about program results and progress toward achieving indicators/targets, as appropriate
  • Ensure high-quality implementation of the MEL System, in close collaboration with the IYF USA Monitoring, Evaluation & Learning (MEL) Director, and consistency in protocols, information and reporting systems
  • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
  • Utilize the training data collected to inform strategic decision-making and project planning
  • Conduct targeted evaluations and operations research, including design, data collection, management and analysis
  • Ensure quality of data through data verification procedures, including routine data quality audits
  • Support IYF Mozambique partners identify learnings and application of these towards good sustainable practices for their work
  • Cultivate strategic MEL relationships and alliances, and represent MEL activities in public and professional circles through meetings, conferences, and presentations
  • Ensure all performance data on individual participants and partners, and other relevant data is entered into IYF’s organization-wide data management system designed to capture, analyze, and disseminate project data
  • Supervise M&E Officer
  • Perform other duties as assigned
Requisites
  • Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis, and presentation
  • Demonstrated strong management, coordination, teamwork, and planning skills with proven ability to function effectively with multiple counterparts in private, public, and NGO sectors
  • Excellent written and verbal communication skills in Portuguese and English, including excellent facilitation skills and demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, MS Access, STATA, SAS, or other
  • Proficiency in word processing and Microsoft Office, including Excel
  • Ability to travel nationally and internationally as needed
  • Bachelors’ degree and 8+ years of work experience in monitoring and evaluating large multi-year international development programs with a robust performance measurement, evaluation, and learning component. Master’s degree is preferred
  • Established professional in Mozambique, with MEL experience in international development programs; youth programs preferred
  • Strong understanding of MEL, policy, and compliance requirements
  • Experience in partnering with local governmental and non-governmental organizations
