  • Summary: In its efforts to provide quality health services to its citizens, the Government of Mozambique and USAID partnered with VillageReach to design and implement a streamlined, effective and integrated last mile supply chain system. The primary objective is to improve the availability of health products and vaccines at the last mile. The program began in Zambézia province covering two districts in October 2018. By March of 2020 the program will be delivering commodities in 10 provinces in Mozambique. The Provincial Coordinator is responsible for providing technical guidance and leadership to project staff and partners (private sector, government and USAID) in the areas of supply chain performance management, data systems, and transition to government activities
  • Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time
Duties
Supply chain performance management & improvement (LOE 40%)
Outsourced Distribution Performance Management - Estimated LOE 30%
  • In close collaboration with Senior VAN Manager and Provincial Coordinators develop a plan to strengthen visibility and analytics capabilities of key provincial counterparts
  • Use VAN data to identify specific areas that need improvement
  • Define and execute action plans, track achievement of measurable improvement
  • Ensure Logistics Technical Working Group (TWG) is in place to support coordination and improvement plans (Monthly/Quarterly)
Outsourced Distribution Cost Improvement - Estimated LOE 5%
  • Work with 4PL and CMAM to identify opportunities for cost improvement by province based on monthly cost variance analysis and quarterly cost trend reviews
  • Agree cost improvement plans with 4PLs, DPS and CMAM including levers related to changes in government practices, 4PL service menu, 4PL operating model, and information systems options
Outsourced Distribution Impact Assessment and Baseline Activities - Estimated LOE 5%
  • In close collaboration with M&E Director, define targeted outcomes (e.g. on-time delivery); develop the performance baseline and measure achievement of targets for key performance indicators (Quarterly/Yearly)
  • Ensure Provincial Coordinators are fully engaged with M&E team in support of timely execution of the impact assessment and baseline activities
Outsourced distribution solution transition to government (LOE 35%)
Outsourced Distribution Preparation and Set-up for new provinces - Estimated LOE: 10%
  • Guide Provincial Coordinators in establishing relationships between 4PL and DPS
  • Conduct training of 4PL on public health supply chains
  • Align procedures and processes between 4PL and DPS, DPM; and vaccines program
  • Provide the training and coordination on outsourced distribution both at central and provincial levels and with clinical implementing partners
CMAM Capacity Development for Outsourced Distribution - Estimated LOE: 20%
  • In close collaboration with TSS Manager develop plan to support capacity development/transition to government activities which include, but are not limited to building CMAM capacity to:
  • Directly execute outsourced distribution processes, tools and methods through the TSS toolkit
  • Lead 4PL oversight including through use of Service Level Agreements
  • Contract with 4PL and manage 4PL invoices/payments
  • Manage cost of service and develop budgets
  • Evaluate and use transport management information systems
  • Implement and use data visibility and analytics, including through 4PL information systems
DPS Capacity Development for Outsourced Distribution - Estimated LOE: 5%
  • Guide TSS Manager in the development of a Transition Strategy and Transition Plan by province
  • Ensure Provincial Coordinators conduct transition to government activities to develop skills and capabilities according to a defined Skills Development Plan
  • DPS focus includes ensuring that government staff receives on-the-job coaching and training needed to execute the defined processes and practices autonomously
Private sector partner oversight and collaboration (LOE 25%)
4PL Oversight - Estimated LOE 20%
  • Review progress vs contractual deliverables and milestones
  • Verify that work is done according to plan
  • Use quality control to ensure that deliverables are fit for purpose
  • Assess compliance to contractual terms & conditions; ensure that 4PL properly involves DPS employees in its work and transitions its activities as appropriate to government or other parties
Public-Private Sector Collaboration – Estimated LOE: 5%
  • Develop Service Level Agreements to support collaboration between CMAM, DPS and 4PLs
  • Set-up and facilitate Quarterly Reviews between CMAM, DPS and 4PLs covering service, cost and quality
  • Define actions and follow-up on progress

Requisites

  • Minimum of 10 years of progressively responsible experience managing or implementing global health supply chain programs in one or more of the following areas: Supply chain design and optimization, warehousing, distribution, procurement, transportation, and information systems
  • Substantial technical experience with programs related to supply chain management and systems strengthening, particularly those related to the implementation of reproductive health, MCH, Malaria, HIV/AIDS TB prevention, care, and treatment programs in Mozambique
  • Advanced degree in public health, economic development, operations science, or other related field
  • Specialized training and/or experience relating to pharmaceutical management or supply chain logistics preferred
  • Excellent written and oral communication skills in Portuguese and English required
  • Education & Experience:

  • Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment
  • Excellent written and oral communication skills in Portuguese and English required

  • Environment and Physical Demands: VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm
